When applying for a Sudan film permit, the procedure is pretty standard. Applications need to be made at the relevant authorities, who will then process the application and distribute it at their discretion.
One thing to note is that crews may need to apply for a travel permit only if they intend to travel more than 25 kilometres outside of the capital, to Darfur for example. It is also noteworthy that a photography permit is separate to the regular film permit.

Entry visas or entry permits are required for visiting crew planning to film in Sudan. Crew members must register at the Ministry of Interior within three days of arrival. If travelling more than 25 kilometers outside of Khartoum, a travel permit must be obtained from the Ministry of Humanitarian Affairs in Khartoum. A separate travel permit is required for travel to Darfur. A photography permit may be acquired from the Sudanese Ministry of Interior, Department of Aliens.
